1. SWANSEA TOWN HALL EXPANSION - Sod Turning, May 5:
The long-awaited expansion to the Swansea Town Hall Community Centre is finally ready to start. One of the best-used Community Centres in Toronto, this will be a much-needed addition.

Mayor David Miller and several others will be attending the sod-turning ceremony this week. We received the following news release:

-News Release- Friday April 30, 2004

The Ravine Expansion of the Swansea Town Hall will begin the week of May 10th.

To commemorate the commencement of this long awaited project The Board of Management wish to invite you to a Sod Turning at 8:00 AM Wednesday May 5th at the Town Hall.

In attendance will be our Mayor David Miller, our Councillor Bill Saundercook, our Chair Jack Slaughter and a number of supporters of the project such as representatives from Reon, developer of Windermere by the Lake, The James T. Bonham Residences, as well as many other individuals and organizations who helped in raising funds for this joint City of Toronto and community Project.

2. PROPERTY ASSESSMENT - "Stick to your guns"
Below is an update from our regular correspondent & subscriber, Bruce Haines regarding property assessment and appeals: (See http://www.world19.comfor Bruce's past extensive comment and documentation on the issue, as well as others' comments).

As you may know from reading other documents posted to World 19, property owners appealing their assessments to the Assessment Review Board (ARB) have a right to request that their appeal or complaint proceed under the "prehearing stream." This is a valuable option given by Section 15.1 of the Rules of Practice and Procedure of the ARB. A summary of these Rules has previously been posted to the World 19 web site as well as a commentary on the process.

Recently I received a call from a clerk at the ARB telling me that she was going to place my appeal in the "regular" stream which meant that the hearing would take place without any of the benefits of the prehearing stream. She said that pre hearing was actually intended for multi residential appeals or commercial or industrial appeals. I told her flatly that there was no such limitation in Rule 15.1 and that under no circumstances would I consent to my appeal being transferred. She put me through to her "supervisor" and I insisted on the pre-hearing stream. The supervisor got the message and the matter is proceeding as requested. Bottom line? Don't let the ARB staff push you off your track!

a) Humber Theatre:
We expect a public meeting to be called this month on the development. In the meantime, we have assembled our past news & comments on the development, and the developers (the Wynns) on our website: http://www.world19.com.

b) Restaurant update:
A regular occurrence of late, Lviv, which has been closed ("temporarily... due to technical difficulties") for the past several months, now has been locked by the landlord, claiming $34,000 in unpaid rent.
