1. GERARD KENNEDY MEETING: MPAC & pre-budget - March 9
Readers interested in the ongoing information we have been forwarding regarding MPAC & property assessment (all items and documentation are posted on our website), might want to note an item on Gerard Kennedy's upcoming "Community Council" meeting.

There will be a presentation by MPAC (Municipal Property Assessment Corporation), and opportunity for questions.

The main focus of the meeting is pre-budget consulations. From his flyer: "Here is an opportunity to offer your thoughts about the exact direction the Provincial Government should take in the immediate future. This Spring, the McGuinty Government will introduce its first budget in the Legislature. Your suggestions and insights will be an important part of this process."

2. BAD TIMES ON BLOOR?
Apparently so for some restaurants and bars recently. There have been three closings in the past couple of months. West of Jane, the now-former Lviv restaurant still has a notice announcing a temporary closure "due to technical difficulties". We understand the site will soon morph from a Ukrainian restaurant to Indian.

Further west, we hear that long-time fixture Bert & Ernie's received notice of a rent hike to $21,000 a month and decided they'd had enough of Bloor West Village. The site will soon be another location of the large Firkin chain of pubs. ("Swan & Firkin" might be a touch of local Swansea flavour).

Finally, the relatively recent Rebel Chop House is now gone, soon to open as Dr. Generosity ("Your prescription to great food"). We don't know its background, but the name, slogan, and appearance do have the look of a chain.

3. ENOUGH OF NOT ENOUGH
We have neglected to promote this campaign, sponsored by the Toronto Board of Trade. Most readers have probably heard of this, an effort to involve Toronto citizens in urging federal and provincial governments to live up to their promises of aid to Toronto. Visit http://www.realtorontosolutions.ca/how_it_works.html for more details. The website lets you send letters to the Prime Minister & Premier, your MP & MPP and the federal and provincial GTA Liberal Caucuses, with a couple of mouse clicks. So far, their website claims over 387,000 letters have been sent.

We recently received a press release from Ward 13 Councillor Saundercook's office, describing his time collecting signatures at the High Park Subway station for a petition supporting the campaign.

4. PARKDALE RESIDENTS ASSOCIATION
We have previously sent announcements recently about the formation of a new residents group north of Bloor in the Village. More recently, we received the following notice of a Residents Association being formed in Parkdale:

Some neighbours have been meeting regularly this winter to discuss the formation of a residents association in Parkdale. We are planning an inaugural general meeting Monday, March 29th at the Masaryk-Cowan Community Centre. That night we plan to form a start-up team that will lead the association in its initial phases with the intention of scheduling a founding meeting in October.

In the start-up phase we anticipate the team, in conjunction with the general membership, formulating proposals to be confirmed or revised at the founding meeting. The proposals will include:

- geographical boundaries of the association
- types and responsibilities of members
- how we will relate to other neighbourhood organizations
- a process to identify and prioritize the issues and concerns in our neighbourhood
- the adoption of a process to analyze the issues and to develop a strategy to solve them
- recruit and develop leaders for the association
- build the association meeting by meeting during the start-up phase

As some of you may know, Parkdale had a Ratepayers (Homeowners) Association until a few years ago. We are now proposing a residents association that will include both homeowners and tenants. It is our intention to develop an open dynamic, proactive association that will reflect the diversity of our neighbourhood and become an effective instrument to improve it.

With the decline of the Parkdale Ratepayers Association, Parkdale Community Watch meetings began to get inundated with all kinds of community concerns that do not really fall within its mandate. This has prompted Craig Peskett, one of the co-chairs of Parkdale Community Watch, to begin talking to neighbours about getting a residents association started. He has teamed up with Walt Jarsky, Glen Dodds and others to get the ball rolling.

We are actively looking for Parkdale residents who want to participate in this start-up process. 5. HUMBER THEATRE
We have reported that the development proposal has been postponed to the April Community Council meeting. (See issue #140 at www.newsletters.world19.com). In the meantime, we understand that Councillor Saundercook is commissioning the services of an independent urban designer to look at the site, and is in the process of involving community members and organizations to look at the issue.
